2024 Nationwide Survey: In Minato Ward, 1 in 6.2 People is a Company President

In 2024, for the 12th consecutive year, Akasaka in Central Tokyo, Minato Ward remains the area where the most company presidents reside, being the only area to exceed 4,000 residents. Minato Ward, home to luxury hotels, tower buildings, and many corporate headquarters including major companies, sees six of its areas in the top 10: Akasaka, Roppongi, Minami-Aoyama, Shibaura, Takanawa, and Minami-Azabu. The ratio of company presidents to the total population in Minato Ward is 15.9% (up from 15.1% last year), meaning one in every 6.2 residents is a company president.

At the city/ward/district level, 18 of Tokyo's 23 wards are in the top 20. Outside Tokyo, Kawaguchi City in Saitama Prefecture ranks 13th, followed by cities like Funabashi and Ichikawa in Chiba Prefecture, Higashiosaka City in Osaka Prefecture, and Nishinomiya City in Hyogo Prefecture. The trend of presidents living in suburban neighborhoods of metropolitan regions and areas with high concentrations of small and medium-sized enterprises continues.

While Japan's rural areas face population decline, the "straw effect" drawing people to urban centers like Tokyo and Osaka is prominent. Real estate developments, including high-rise apartments, are meeting the demand for proximity between work and home. This concentration of young executives in urban residential areas is expected to continue.

This survey is based on TSR's corporate database (about 4.29 million companies), extracting the residential locations of company presidents (including sole proprietorships) to create rankings. The previous survey was published in October 2023.

For individuals serving as president of multiple companies, only the company with the highest sales was included to avoid duplication.

Akasaka in Minato Ward Remains Unchallenged at the Top, Exceeding 4,000 Residents

Nationwide, Akasaka in Tokyo's Minato Ward tops the list with 4,400 company presidents, the only area to exceed 4,000. Akasaka, known for its urban commercial facilities and entertainment districts, also features many quiet residential areas with luxury apartments. It's dotted with foreign embassies, including the U.S. Embassy, and is home to many embassy staff and expatriate executives.

Nishi-Shinjuku in Tokyo's Shinjuku Ward ranks second with 3,706 presidents. Adjacent to JR Shinjuku Station, the world's busiest railway station by passenger numbers, this sub-center features clusters of skyscrapers, including the Tokyo Metropolitan Government Building. Recent years have seen a surge in high-rise apartment construction, attracting wealthy individuals who prioritize access to the city center.

Roppongi in Minato Ward, adjacent to Akasaka, ranks third with 3,436 presidents. Roppongi Hills, made by Mori Building, which gave rise to the term "Hills tribe", is the area's landmark and home to many foreign company presidents.

Toyosu in Koto Ward Rises to 7th Place

Toyosu in Tokyo's Koto Ward rose from 9th to 7th place with 2,954 presidents. With good access to Tokyo Station and Ginza, it symbolizes the bay area's forest of high-rise apartments. The area has seen improved transportation networks and enhanced parks, hospitals, schools, and commercial facilities. The Toyosu Market, relocated from Tsukiji in 2018, is arguably the most popular attraction in the entire city.

Two Areas in Osaka City Rise Within the Top 100

Outside Tokyo, Hayama Town in Miura District, Kanagawa Prefecture, has the most presidents at 1,596, ranking 56th (up from 58th). Located on the Miura Peninsula, it offers marine sports, golf, and is close to the tourist spot of Kamakura.

Following are Minami-Horie in Osaka's Nishi Ward at 63rd place (up from 65th) and Fukushima in Osaka's Fukushima Ward at 86th place (up from 87th). Both areas are experiencing a boom in high-rise apartment construction, showing a clear shift from business to residential use. They are popular among business leaders in the Osaka area seeking proximity between work and home.

Setagaya Ward Leads in Number of Presidents, Minato Ward Leads in Ratio

At the city/ward/district level, Tokyo's 23 wards monopolize the top 10 in the number of presidents, with 18 wards in the top 20.

  • Setagaya Ward leads with 57,334 presidents, the only area exceeding 50,000.
  • Minato Ward is second with 42,384 presidents, with a president ratio of 15.9%.
  • Shibuya Ward is third, exceeding 30,000 presidents for the first time with 30,929.

Chiyoda Ward and Outside Tokyo Rankings

Chiyoda Ward has 8,841 presidents, ranking 56th nationwide, but its president ratio is third highest at 12.8% (up from 12.2%). Centered around the Imperial Palace, it includes business districts like Otemachi and Marunouchi, the government district of Kasumigaseki, and political center Nagatacho. However, with a population of 68,755 - the only ward in Tokyo with less than 100,000 residents - its president ratio is relatively high.

Outside Tokyo, Kawaguchi City in Saitama Prefecture has the most presidents at 21,485, ranking 13th nationwide. Three cities in Chiba Prefecture also rank high: Funabashi City (20th), Ichikawa City (21st), and Matsudo City (29th).

Beyond the Greater Tokyo area, Higashiosaka City in Osaka Prefecture (22nd), Nishinomiya City in Hyogo Prefecture (23rd), and Kagoshima City in Kagoshima Prefecture (25th) rank high. The newly formed Naka Ward of Hamamatsu City in Shizuoka Prefecture, created through administrative reorganization in January 2024, debuts at 26th place with 14,231 presidents, the first city in Shizuoka Prefecture to rank in the top 100.

Chuo

President Ratio in Prefectural Capitals: Tokyo, Nagoya, Osaka, Fukuoka, and Kyoto

Among prefectural capitals, Tokyo's 23 wards lead with a 5.4% ratio of presidents to population. Four wards (Minato, Shibuya, Chiyoda, and Toshima) exceed 10%, boosting the overall ratio for the 23 wards.

Following are Osaka City at 4.0%, Fukuoka City at 3.28%, Kyoto City at 3.22%, Nagoya City at 3.1%, and Yokohama City at 2.96% - all designated cities.

On the other hand, Yamaguchi City has the lowest ratio at 1.5%, ranking 47th. In Yamaguchi Prefecture, Shimonoseki City has a higher ratio of 2.0%, indicating a separation between economic and administrative centers.
